Developing Human Resource Policy

A common concern of senior officials in government health care sector is the low motivation level of health staff and no feeling of ownership. There are several reasons for the low morale of the staff. They have issues related to their promotions, postings, housing facilities and educational facilities for their children. There is no incentive for good workers. There is a need to study the subject in detail and to understand the exact causes and solutions. Based on a qualitative study, strategies could be developed to the boost the morale of the staff and a Human Resource Policy can be prepared for the health departments of the states. A Training Policy could also be prepared as a component of HR policy.
